Do Pokémon You Catch Have EV's?

Question

In Pokémon X I wanted to catch a shiny Fraxure and EV train it and evolve it into a Haxorus.

But I am not certain either to catch it or hatch it because I do not know if it has EV's in any other kind of stat then the ones I want to train in. I am not going to use him in any Competetive battles.

I would like to train him in Attack and Defense.

Wild or newly hatched Pokemon have no EVs whatsoever.
