Pokebank has not been released in Australia. It was only released for a short time in japan but was then taken off because of too much traffic caused by Christmas, which caused a crash of the nintendo eshop. Pokebank was delayed in other countries because of that and is scheduled to be brought back soon. It is currently unknown when it will be rereleased but it is said to be soon.
