Including Mega Pokémon, the fully evolved starter Pokémon with the highest Attack stat is Mega Blaziken at 160.

Excluding Mega Pokémon, the fully evolved starter Pokémon with the highest base Attack stat is technically Ash-Greninja, which has an Attack of 145, but if that doesn't count as a starter, it's Rillaboom with a base Attack stat of 125.

As of Gen 8, it would be Ash-Greninja with an incredibly high 145 base Attack stat. Whether you count this as the same category as Mega Blaziken or not, that's up to you.

If you don't count Ash-Greninja, it would be Rillaboom with 125 base Attack.

Emboar has a whopping 123 Base Attack stat.
If you are looking for a Mega Pokemon, Mega Blaziken would be the choice. It has a 160 Base Attack.
