You can get the Reveal Glass from a scientist in Reflection Cave at the clearing of the cave, over a ledge that you have to jump over. She will give it to you if you show her either Thundurus, Tornadus or Landorus.

As for the DNA Splicers, you can them in Kiloude City from the second north-easternmost house of the town. She will give it to you once you show her Kyurem.

The DNA Splicers can be found in Kiloude City if you show a certain Punk Girl a Kyurem. The Reveal Glass can be found in Reflection Cave if you show a scientist a Thundurus, Tornadus or Landorus.
