Can Pikachu learn both Surf and Nasty Plot?

Well, Surf from Yellow Forest and Nasty Plot from breeding...

Since Pokemon Sword and Shield, Pichu and Pikachu are able to learn Nasty Plot through level-up and Surf through TM/TR, allowing both moves to be on the same Pikachu. However, this combination is illegal in all games preceding it.

No...It's not possible. Nasty plot is an egg move, but Surf is not...Since pikachu can't legitimately learn Surf via HM, he can't inherit the move when bred, so it would be an illegal set.
