How do blastoise learn darkpulse?

Squirtle and Wartortle cannot be taught Dark Pulse. Blastoise on the other hand can be taught it by TM97.

If you have not already found TM97 Dark Pulse, you can find it at Route 16 in Pokémon X and Y. Note you will need Cut, Surf and Waterfall to get to it.

Squirtle simply cannot learn Dark Pulse. It only has access to Water Pulse and Aura Sphere if your goal is to use Mega Launcher with Blastoise, who learn Dark Pulse through TM 97.
