Do special Pokémon set not to evolve still receive the effects of the eviolite?

For example, does the spiky eared Pichu get the boost, despite the fact that other Pichu get the boost?

Eviolite won't work with the spiky eared Pichu or Floette E(assuming you'd want to know because of that) because they are incapable of evolving.

However, the Spiky Eared Pichu can't evolve like other Pichu.
