How do you use an item on a Pokemon other than your player character in Pokemon Mystery Dungeon Blue Rescue Team?

I want to use a Gummi on my partner, but I don't see how I can.

You can throw items at a Pokemon that's not the player Pokemon to unlock the effects on them.And as Akely said,you can make them have the IQ Item Master.
