Is tailwind a move tutor move in Pokémon X and Y?

It's really a simple question. Is there a tailwind move tutor for Pokémon X and Y? Or is it just for other games?

Tailwind is NOT yet a move tutor move for X&Y.

That being said, the only move tutors available now in X&Y are the Elemental Pledges, Elemental Hyper Beams and Draco Meteor (I think, did I miss anything), we will have to wait for Z (or whatever it's called) for the rest of the moves.

you can only learn tailwind by leveling up in XY because it was only obtainable as a tutor move before gen 6
