Getting bulbasaur in Pokemon yellow?

Question

I have defeated Misty and when I go to the girl with bulbasaur I talk to her and she doesn't give me bulbasaur.

There are a few conditions:

• You have to have a free space in your party
• Pikachu has to be happy

Then you go to Melanie's house in Cerulean city and she should give you a Bulbasaur.
