I've noticed that depending on what Pokemon I fight, the accuracy of my moves change.

For example, against a wild Sandile, the accuracy of my Hydro Pump is 95%, whereas against this trainer's Sneasel, the accuracy drops down to a 82%.

Explain.

THe power determines the accuracy and you could always boost it at someone others kingdom
been a while since i've played but i think it had something to do with which side of the pokemon you attacked.  for example from the front is the lowest chance to hit, from the back is the highest.
That's a good theory, actually. I'll test it later.

A Pokemon's Speed determines accuracy and can be boosted by Warrior Skills such as Strategist.
