I'd say that, like Pokemaster mentioned in his bulletin, tha this is the first time a Pokemon has been released in Europe first (after Japan, that is). My best guess is that it's just for the reason of being fair and doing something nice for the Europeans.
Nothing wrong with being courteous and generous, right?
