Does everyone get a Celebi by buying Pokébank?

I was considering buying Pokébank myself and wanted to know if I could get a Celebi (or if you could only get one by buying Polébank in a ceartain time frame).

Yes they do. But first you have to ise the bank atleast 1 time before getting a message about you get a gift that you can open with Pokemon Link when you start the game.
