Wobbufet Question!

Why does Wobbufet have an attack stat when it's clear that it doesn't use it stat?

Also, even if Wobbuffet doesn't use it's stat, the makers of the game HAD to give it something.
It couldn't of been just 0 attack, wouldn't you think that that would be strange?

Pokémon may get confused - and (I think) uses victim's Att and Def

Don't forget struggle and it also stops the game from crashing, if you hack wobbufet to know an attack move
