No, not exactly. It's a wifi thing so it uses the DS wifi capability. You need a wireless internet connection, then you connect to the Nintendo servers and upload your pokemon to the dream world.
It's a little bit like the Pokewalker but over the internet. (I'm pretty sure that's how it works, anyway.)
