Why and how can slowpoke learn flamethrower?

And slowking/slowbro. It can learn fire blast too. But getting to the point I'm guessing why slowpoke can learn that is because psychics can do amazing things :P

That's how Gamefreak wanted it.

There have been many such anomalies like:

Cryogonal learning Attract
>Ampharos not learning Dazzling Gleam and Flash Cannon.
>Volcarona learning Magnet Rise
