I beat Maxie in the hideout, the wailmer are blocking the way to Mossdeep City, and 2 Aqua Grunts won't let me into their hideout. What do I do next?

You go to slateport city head to where the crowd of people are talk to captain stern then walk in and team aqua steals the submersible then you can head to the aqua hideout
