Can you go to route 15 before the Elite 4?

Because that's where the TM for Earthquake is and I need it for one of my Pokemon.

No, you cannot.

You can only get to route 15 once you beat the game. You have to cross the Marvelous bridge which is inaccessible until after you beat the E4.
