Do the tower tycoons items change?

Becuase everytime I battled Palmer I OHKOed his Rhyperior but the last time he had a focus sash and becuase of that my vaporeon didn't survive Dragonites Dragon claw and couldn't ice beam it and I lost becuase it paralyzed my leafeon so it got killed by milotic

Last time I checked, they didn't... It's always possible for me to be wrong, though. =p

The only solution I can come up with is that, maybe he had a Focus BAND, rather than a sash. But of course, you said it was a sash...
