Has it been released whether that the gym leaders in ORAS will have different Pokemon than the original games?

Simply, no. it hasnt been confirmed.

But, it is safe to assume that they will, knowing that Steven the Champ will have Mega Metagross as his lead Pokemon.
This could however mean that he will only have Mega Metagross when you battle him a second time, but that's just my speculation/opinion.
