You could only get Omanyte with it's Hidden Ability Weak Armor in the Sparkling Sea, which was a Dream World location.
Unfortunately the Pokémon Dream World has been closed down, so the only way you'll be able to get a Omanyte with it's Hidden Ability is by trade.
