There are two ways to get Sludge Bomb in Platinum. These methods are:

1. You can buy multiple copies of the TM from Battle Frontier for 80 BP each.

2. Or there's a copy on the ground inside the Team Galactic HQ that you'll go through in Veilstone City as part of the main game's storyline.
