Does the event Victini that is given off wi-fi in March-April know V-Generate or is it just the japanese one?

OK after checking around, I found that the Victini over wi-fi does NOT have V-Generate. Only the one from the real-life event in Japan has it (given away with the movie).

The Victini you get from the Liberty Pass event is level 15 and has these moves:
Incinerate
Quick Attack
Endure
Confusion
