Is there an event that gives you Red's Pikachu?

Is there an event in any gen that gives you Red's Pikachu? I mean except Pokemon Yellow in which you get it as a starter. If there is one, can you please post its stats and nature?

Yes, technically

Nintendo actually released an event for Ash's Pikachu. This Pikachu has the move-set of Volt Tackle / Quick Attack / Iron Tail / Thunderbolt - which matches Red's Pikachu's move-set in HeartGold/SoulSilver (Red is the game counterpart of Ash anyway, so same thing really)

This Pikachu was distributed at participating American Toys 'R' Us locations from January 30 to February 13, 2011, and Canadian Toys 'R' Us locations from February 9 to February 20, 2011. This Pikachu's moveset was based on that of Ash's Pikachu during the Diamond & Pearl series.

I'm pretty sure event Pokemon come with Random IVs and no EVs, so it's impossible to determine the exact stats, since it will vary person to person. However a rough one is:
HP: Between 95 and 110
Atk: Between 66 and 82 (Assuming Naughty Nature)
Def: Between 45 and 60
SpA: Between 55 and 70
SDef: Between 49 and 63 (Assuming Naughty Nature)
Speed: Between 95 and 110
