If you're asking the highest Special Attack of a Pokémon who hasn't evolved into it's final form, but has evolved from a prior stage, then that would be Duosion which has a Special Attack Stat of 125.

However if you're asking the highest Special Attack Stat of a Pokémon who can evolve, but hasn't evolved at all, then that would be Abra and Solosis which both have a Special Attack Stat of 105.
