Yes.
You can get Zoroark with the shiny Winter 2011/Crown Entei, Suicune or Raikou in Lostlorn Forest, and breed it with a Pokemon in its egg group to get Zorua.
If you do not have any of the legendary cats, then you're out of luck unless you have a friend willing to trade.
