Can I get celebi in Pokemon white and what and when is event?

i want a celebi so I can get victini in white how can I get it without heartgold or soulsiver ps read the tags for funniness lol XD

If you didn't know. Pokemon White and Black no longer have online capabilities

This means an online distrebution is extremly unlikely or impossible. I think there is still a celebi when getting Pokemon bank so that is a way to get it! But HeartGold/SoulSilver seems the only way to get it in Black or White.
