Can you catch Braviary/Rufflet before the elite four?

I would like to know cause im making a team and he would be good to get.

Yes but only in pokemon white you can find rufflet in route 10 route 11 and victory road

and you can find braviary in route 11 and villge bridge

True but you catch him on like the 50's and 60's which is high than the elite four. thats y I asked.
