To put it simply, NO. you can't teach any Pokemon Fusion Flare other than Reshiram (level up), White Kyurem (fusing with Reshiram), Victini (via event), and Smeargle (Sketch)

The only possible way to teach Blaziken is in hackmons other then that Blaziken can never learn fusion flare
