In the north-eastern part of Sootopolis City is a house with this elderly gentleman within it. If you speak to him with a Dragon-type Pokémon of high happiness, he will teach it the special move, Draco Meteor.

BUT he needs max happiness you can check the pokemons happiness by talking to the girl in the house furthest <--- thataway and she will describe how friendly your pokemon is to you but only the first one in your party
