Where is "Move Tutor #3" in Pokemon Omga Ruby/Alpha Sapphire?

I looked on this list to see that to get the move "Drain Punch" I need to see move tutor #3. Where is tutor #3 in Alpha Sapphire? Please help me! Thank you so much! :)
