In gen-4 do you get EVs from partaking in battle or beating the Pokemon?

I'm basically asking if EVs are like experience. You get them from actually fighting or just being in on the first turn?

From experience
As long as a Pokemon gains experience that Pokemon will recieve evs even if it never battled by holding the exp. Share
