You see Air Lock nullifies weather, but you mega evolve and Rayquaza's ability becomes Delta Stream, does the non-mega ability Air Lock nullify it?

No

No ability can nullify Delta Stream. Not even Air Lock can nullify it.
There are two exceptions though: Primordial Sea and Desolate Land. As long as the opposing Primal lGroudon or Primal Kyogre is slower, their weather will come into effect.

Air Lock still Nullify Primordial Sea and Desolate Land.

Self tested, weather graphic still exists, however effects are gone.
Tested with Solar Beam and Desolate Land ability.
My party: Charizard Y with Solar Beam, Primal Groudon with Desolate Land
Opposing party: non Mega Rayquaza
If a Rayquaza is on the field with Air Lock regardless if Groudon activates Desolate Land first or after Air Lock, Solar Beam will require 2 turns to fire off instead of 1 when the weather is Sunny or Heavy Sunny.
In which this tells me the weather effects are Nullified.

Also, does not matter if Groudon or Kyogre is slower, because Primal always activates first hand when entering field.
While you choose when to activate Rayquaza's Mega, and thus activate Delta Stream after Groudon or Kyogre.

Which also explains Rayquaza being a good anti-Primal Groudon. Send it into battle against P-Groudon and shock your opponent when your Rayquaza OHKO's P-Groudon with Surf.
