Can you get Snorunt in high tide in Pokemon Emerald?

Question

The internal battery ran dry recently in my Pokemon Emerald, and I know that all clock-based functions will no longer occur. Because the tides in Shoal Cave are clock-based functions, Shoal Cave will be locked into a certain tide. I haven't yet reached Shoal Cave, so I don't know which one it's locked into. If Shoal Cave is locked into high tide, will I be able to get myself a Snorunt?

Unfortunately no
The High tide blocks all access to the lower floors due to flooding.
