Why do people use Analytic Starmie if it's so fast?

I've seen a lot of the Smogon sets for Starmie running Analytic, and I don't quite understand it. Starmie's VERY fast, and Analytic works better on slow Pokemon like Beheeyem. Why would you use Analytic Starmie in the first place?

Switching
When the oponent switches it counts as they going first so Starmie's Analytic will activate. That is why so many Smogon sets use Analytic Starmie
