Is it possible to get a Lucky Egg off of Chansey before Nat. Dex?

Wanting to pick up more exp while training for the Elite 4 in Platinum and wanting this so badly. I've encountered a few Chanseys according to the areas on the Pokedex, but I wanted to see if I am wasting my time since a lot of people say you have to go the Mansion after getting the National Dex.

You can find Chansey on Route 209 and the South part of Route 210 in addition to the Trophy Garden. However, a Chansey only has a 5% chance of holding a Lucky Egg.
