Why can't struggle be sketched?

simple question I just wana know why

If you were to be able to sketch struggle, then you would have a move left with 1 pp, which then would make it so you would have a move left, which would say that you would have no pp left . You may also be able to get more pp on struggle with pp ups. Plus, who would even WANT struggle?

Smeargle already knows struggle. Every Pokemon does actually. But the mechanics of Struggle make it so it only can be used when you have no PP left in every one of your moves.
