My friend told me that when you first get your starter Pokemon in LG/FR it'll have a 1/100 chance of being shiny, rather than the normal one out of eight thousand something to breed or catch a Pokemon. Can I get some confirmation on whether this is true?

No. The same 1/8192 chance applies to starters in FR/LG.

from gen 2-5 it is 1/8192, just like finding one in the wild

in gen 6 it is 1/4096, just like finding one in the wild, this also occurs in omega ruby and alpha sapphire

on the theory for leaf green and fire red, no, unfortunately that is not true as leaf green and fire red is part of gen 3
