They both reduce super effective damage by 1/4.

Nothing, they have the same basic effect just different Pokemon that can learn them.

There are quite a few moves/abilities in the game that have the same role, just something to add a little more diversity, if only by name.

There is none. They're the exact same, like Turboblaze and Mold Breaker, or White Smoke and Clear Body.

Solid Rock

>Solid Rock reduces super effective damage by ¼. A move that would deal 2× damage will instead deal 1.5× damage, and a move that would deal 4× will instead deal 3×.

Filter

>Filter reduces super effective damage by ¼. A move that would deal 2× damage will instead deal 1.5× damage, and a move that would deal 4× will instead deal 3×.

The only difference is the Pokemon have access to the abilities.
