Arceus is a mythical not a legendary
I love this. I hate when people say all mythicals are legends. +1
In non-Japanese media prior to Gen V (which includes Gen IV, when Arceus was introduced), the terminology of "mythical" was never used. This question is from 2015, after the distinction was made, but considering it wasn't really something people made a big stink of at the time, I'd wager that most non-Japanese people that grew up playing the earlier generations would have viewed "mythical" as a subset of legendary.

All of these "actually this Pokemon is a mythical not a legendary" answers are splitting hairs and arguing semantics instead of actually answering the question in any significant way.

By technicality both Arceus and Regigigas would be the first Normal Legendaries since they were both introduced in the same Generation.

"Well, since Regigigas comes before Arceus shouldn't it be first?"

No, Rhydon was created before Bulbasaur so the Pokedex doesn't put them in order according to creation.

Which was legal to obtain first?
Regigigas, since all the player needed to do was gather the other Regi's in order to capture it. (Keep in mind D/P came out in 2006) Legally, Arceus was obtainable in a 2009 event, originally meant to be distributed through azure flute.

So in '06, I would've have a Regigigas while in '09 I would've finally gotten Arceus.

Arceus is mythical but mythicals are technically legendaries. I would say in Pokemon timeline yes, but regieleki is actually a normal legendary so I think in release dates no

Regieleki is electric type and mythical Pokemon aren’t technically legendary Pokemon. If you are saying limited time Pokemon aren’t legendarys, wouldn’t that make Iron leaves and Walking Wake Legendarys as well even though they are Paradox Pokemon. Regigias is the first normal type legendary pokemon

But regigigas was released at the same time as arceus.
But ht, you could catch regi at basically the start of gen 4, way before arceuses event
