Yes, on Red & Blue rescue team it is possible to recruit all Pokémon from Gen I - Gen III as these were the only Pokemon that were available for recruitment at the time. Some Pokémon can only be recruited by evolving and some can only be recruited by using a wonder Mail code. (This is because some Pokémon are version exclusive to Red or Blue Rescue Team).
