Why were the Gen V starter's HAs unavailable when every other Gen's starters came with the ability to get thier HAs?

Until an event Gen V's starters HA couldn't be gotten without hacking or event, why?

The only plausible answer is that Game Freak says so. That's all there is to it. For some reason the Unova (and Johto) starters didn't have their Hidden Abilities for a while, whilst the Kanto, Hoenn, Sinnoh and Kalos starters did. But they're all available now, so there's no longer any issue.
