It is supposed to look like it is flexing its muscles, because Machop is shown as a strong Pokemon based on a bodybuilder. Also, it slightly looks like it's about to punch something with its right fist, and since the pokedex talks of how it exercises with gravelers and geodudes, it would make sense if Machop was also able to break rocks/boards/ice/steel.
