Why isn't mummy working?

Why wasn't Banette mummified in turn 19?

I assume you're talking about how Skarmory's ability became Mummy earlier in the game? If so, it's because the effects of Mummy are erased when a Pokemon switches out, so Banette didn't get Mummy because Skarmory's ability was Sturdy.
