Kind of a dumb question, but does it? I've been thinking it of using it as an anti-Kangaskhan strategy, but of course I need to find out if it works first.
Same as how it doesn't affect multi-strike moves, Torment will not stop Parental Bond moves from striking twice. I tested it to make sure.
