My smeargle has lock on and guillotine. If I use lock on then guillotine, will it hit

If you still can, replace Guillotine with Sheer Cold.  Ghost types are immune to Guillotine and Horn Drill.  Fissure is useless on Flying/Raised Pokemon.  Sheer Cold always works.

Yes it will,Since Lock on is a move that Makes the accuracy 100% for a turn Then using Guillotine Next, It should hit
