Do Critical Hits ignore Defense boosts/get stronger with more boosts?

I was battling and a Walrein used Frost Breath on my Clefable, which was boosted with Cosmic Power by 2.5x, but after another Cosmic Power, Frost Breath did more than it previously had. Do Critical Hits ignore Defense boosts or get stronger the more boosts you have? Or was this a glitch?

Critical Hits ignore any defensive boost or offensives drops. You probably got a high role on the damage which is why it did more.
