How to get Speed boost Torchic in Y without event?

I missed the event, how can I get one?

Trade.

You can't find any of the Torchic line in Friend Safaris or Hordes (where you get Hidden Ability Pokémon), so it's unobtainable outside of Wondertrade / GTS.
