idk about japanese but i'm pretty sure watchcartoononline posts the dubs pretty damn quick, within a day or two.

When it comes to anything Pokemon related, Japan is usually the one that gets it first (except for the recent releases of X/Y/OR/AS, which was released almost worldwide at the same time). This is mainly because of the work needed to translate it between the languages. However, a good number of websites release the episodes either subtitled or dubbed before the official English episodes are released.
