Litwick uses Inferno(and it actually hits) on Color Change Kecleon. Kecleon becomes Fire type. Would Kecleon get burned from Inferno or not?
Same concept goes with Zap Cannon

So that means that Kecleon would get Burned/Paralyzed from Inferno/Zap Cannon.
